The Russian Orthodox Church said an antireligious campaign ? in sympathy with Pussy Riot punk band ? was under way after four large wooden crosses were destroyed over the weekend.

The Russian Orthodox Church is warning of an organized antireligious campaign under way against Christians in Russia, after vandals in two widely separated regions took chainsaws to four large wooden crosses over the weekend.

Church spokespeople maintain the damage was done by people who are either in sympathy or in league with the Pussy Riot collective, three of whose members were sentenced to two years in a penal colony earlier this month for profaning an Orthodox altar with an obscenity-laced "punk prayer" that called upon the Virgin Mary to rid Russia of Vladimir Putin.

The four crosses were chopped down by unknown persons who left police no clues to their motives or identity. One was a large wooden crucifix erected to the memory of Soviet-era political prisoners in the far northern region of Archangelsk. Russian media reported three more wooden crosses were destroyed in Chelyabinsk region over the weekend, which is thousands of miles away in western Siberia.

A local priest in Archangelsk, Hegumen Feodosy, told the state-run Russia Today network that the destruction of the cross, just across the street from his church, was the latest in a series of arson and vandal attacks on religious symbols in his locality and around Russia.

"This comes in the context of all these incidents in recent months across the country, all this anti-church hysteria waged against our diocese, against the church authority, against everything sacred," he told RT.

But Pyotr Verzilov, a Pussy Riot activist and husband of one of the imprisoned women, Nadezhda Tolokonnikova, told journalists the group has no connection with the latest episodes of vandalism and doesn't approve of them. Two members of the group, which is a radical feminist "performance art" collective, reportedly fled Russia last week to escape police efforts to arrest them in connection with the Feb. 21 "punk prayer" in Moscow's Cathedral of Christ the Savior.

Two weeks ago, in Kiev, members of a Ukrainian feminist "performance art" collective, Femen, chainsawed a large wooden Orthodox cross as an explicit protest against the Pussy Riot verdict. The Femen women argued they were cutting down the symbol of "a corrupt church" whose actions prop up the "dictatorship" of Mr. Putin. ?? ???

"What we're seeing here are copycat acts, people who take a signal from what Pussy Riot did, and it could be very dangerous," says Alexei Mukhin, director of the independent Center for Political Information in Moscow.

"Having said that, however, it should be noted that the church leaders are not being entirely forthcoming here. They have a vested interest in portraying themselves as victims, especially since they failed so miserably in the Pussy Riot struggle," he says.??? ????

Living in poverty is often accompanied by conditions that can negatively influence cognitive development. Is it possible that being bilingual might counteract these effects? Although previous research has shown that being bilingual enhances executive functioning in middle-class children, less is known about how it affects lower income populations.

In a study forthcoming in Psychological Science, a journal of the Association for Psychological Science, psychological scientist Pascale Engel de Abreu of the University of Luxembourg and colleagues examine the effects of speaking two languages on the executive functioning of low-income children. "Low-income children represent a vulnerable population," says Engel de Abreu. "Studying cognitive processes in this population is of great societal importance and represents a significant advancement in our understanding of childhood development."

Existing research, conducted with older bilingual children and bilingual adults from middle class backgrounds, suggests that knowing two languages may have different effects on different aspects of executive functioning: while being bilingual seems to have a positive influence on the ability to direct and focus attention (control), researchers have found no such benefit for how people encode and structure knowledge in memory (representation). Engel de Abreu and her colleagues hypothesized that this pattern would also hold for younger bilingual children who were low-income.

A total of 80 second graders from low-income families participated in the study. Half of the children were first or second generation immigrants to Luxembourg, originally from Northern Portugal, who spoke both Luxembourgish and Portuguese on a daily basis. The other half of the children lived in Northern Portugal and spoke only Portuguese.

The researchers first tested the children's vocabularies by asking them to name items presented in pictures. Both groups completed the task in Portuguese and the bilingual children also completed the task in Luxembourgish.

To examine how the children represented knowledge in memory, the researchers asked them to find a missing piece that would complete a specific geometric shape. The researchers also measured the children's memory, using two different tasks to see how much visual information the children could keep in mind at a given time.

The children then participated in two tasks that looked at their ability to direct and focus their attention when distractions were present. In the first task, they had to find and match 20 pairs of spacecrafts as quickly as possible, a task that depended on their ability to ignore all the non-matching spacecrafts. In the second task, the children were presented with a row of yellow fish on a computer screen and they had to press a button to indicate which direction the fish in the center was facing. The other fish either pointed in the same or opposite direction of the fish in the middle.

Although the bilingual children knew fewer words than their monolingual peers, and did not show an advantage for representation tasks, they performed better on the control tasks than did the monolingual children, just as the researchers hypothesized.

"This is the first study to show that, although they may face linguistic challenges, minority bilingual children from low-income families demonstrate important strengths in other cognitive domains," says Engel de Abreu.

The researchers believe that the findings could inform efforts to reduce the achievement gap between children of different socioeconomic backgrounds. "Our study suggests that intervention programs that are based on second language teaching are a fruitful avenue for future research," says Engel de Abreu. "Teaching a foreign language does not involve costly equipment, it widens children's linguistic and cultural horizons, and it fosters the healthy development of executive control."

Topics and panels covered a range of issues important to many of us in the health communications field. On the Sexual Health in the Digital Age panel, I was joined by leaders in new media including Sally Cherry from the CHARE project , who participated in a training with AIDS.gov in 2009 and became hooked on new media. She presented on using virtual worlds such as Second Life to attend virtual conferences and host HIV awareness day events. Tim Kordic of the Los Angeles Unified School District presented on Project U which uses print, mobile, and web to bring young people information and services on sexual health

Oversized blast at NYC subway site breaks windows

NEW YORK (AP) ? Blasting at the construction site for a New York City subway line has shattered windows and sent smoke billowing up to the street.

Metropolitan Transportation Authority spokeswoman Marjorie Anders says contractors building a tunnel for the Second Avenue subway used too much explosive. She says no one was injured.

Anders says the blast happened at about 1 p.m. Tuesday at East 72nd Street and Second Avenue. Fire trucks are at the scene.

London 2012 Olympics: why we reinvented the Union flag for the Closing Ceremony

The surge of national optimism that marked the advent of New Labour in 1997 brought a revival of positive, if largely retro, references to the flag: Britpop, Noel Gallagher?s guitar, that Geri Halliwell dress.

How to resolve the flag question came to me last October, as I landed at a grey, cloudy Heathrow. As I looked out of the oval window, I imagined a centrifugal explosion of red, white and blue paint covering the stadium floor, to celebrate the anarchy and diversity of British pop art, and by extension the energy and multiplicity of contemporary British culture. The stripes would be formed by ramps covered with humble newspaper. On closer inspection, the text would quietly celebrate the British literary imagination, quotations from everyone from Chaucer and Shakespeare to Carol Ann Duffy.

The largest spin painting ever reproduced required one of Britain?s most celebrated living artists. If any icon could hold its own in this context, it would be Damien Hirst. I had found the answer: now I had to make it happen.

Last November, full of trepidation and armed with a budget of just ?1 for use of Damien?s work, I sent him my proposal. The project caught his imagination immediately. His artwork from which my design was formed is called Beautiful Union Jack Celebratory Patriotic Olympic Explosion in an Electric Storm Painting (2012). Damien?s titles never fail to hit home.

His studios are on the same street as mine in Peckham, south London, and throughout the spring of 2012, the work flowed between his team and mine. To transform each centimetre of his painting into a stadium-sized print, 176 photographs first had to be taken. Graphic designers then worked for three months to prepare super-high-resolution files for printing each coloured tile.

When the day of the Closing Ceremony arrives, it?s all hands on deck to get the stage ready, and my hands are soon covered in blisters. The hourly-updated weather forecast predicts a thunderstorm at 7pm, to coincide with the start of the pre-show. Mercifully, we are spared the rain, and the final printed segment of the flag goes down moments before the gates open.

As I take my seat in the crowd, at last I get my first chance to view the design from the perspective of the audience as they arrive: and all at once it reads, to me, as an exuberant expression of love for our beautiful, diverse culture, and I am filled with hope ? that this work might just have played some part in taking us a step closer to a more functional relationship with our flag.

Of mice and melodies: Research on language gene seeks to uncover the origins of the singing mouse

ScienceDaily (Aug. 10, 2012) ? Singing mice (scotinomys teguina) are not your average lab rats. Their fur is tawny brown instead of the common white albino strain; they hail from the tropical cloud forests in the mountains of Costa Rica; and, as their name hints, they use song to communicate.

University of Texas at Austin researcher Steven Phelps is examining these unconventional rodents to gain insights into the genes that contribute to the unique singing behavior -- information that could help scientists understand and identify genes that affect language in humans.

"We can choose any number of traits to study but we try and choose traits that are not only interesting for their own sake but also have some biomedical relevance," said Phelps. "We take advantage of the unique property of the species."

The song of the singing mouse song is a rapid-fire string of high-pitched chirps called trills used mostly used by males in dominance displays and to attract mates. Up to 20 chirps are squeaked out per second, sounding similar to birdsong to untrained ears. But unlike birds, the mice generally stick to a song made up of only a single note.

"They sound kind of soft to human ears, but if you slow them down by about three-fold they are pretty dramatic," said Phelps.

Most rodents make vocalizations at a frequency much too high for humans to hear. But other rodents typically don't vocalize to the extent of singing mice, which use the song to communicate over large distances in the wild, said Andreas George, a graduate student working in Phelps' lab.

Within the last year Phelps research on the behavior of the mouse has appeared in the journals Hormones and Behavior and Animal Behavior. But one of his newest research projects is looking deeper: examining the genetic components that influence song expression. Center stage is a special gene called FOXP2.

"FOXP2 is famous because it's the only gene that's been implicated in human speech disorders specifically," said Phelps.

Having at least one mutated copy of the gene has been associated with a host of language problems in humans, from difficulty understanding grammar to an inability to make the precise mouth movements needed to speak a clear sentence.

The FOXP2 gene is remarkably similar overall between singing mice, lab mice and humans, said Phelps. To find parts of the gene that may contribute to the singing mouse's songs, Phelps is searching for sequences unique to the singing mouse and testing them for evidence of natural selection, which weeds out mutations with no likely observable effect from those that are likely to contribute to singing behavior.

"Those two things go a long way," said Phelps, " And when you look at the intersection of those two things they give us a really good set of candidate regions for what might be causing species differences."

The Molecular Connection

Most genetic mutations don't cause serious problems. They are often a part of the genome that is not expressed, still make a functional product, or are simply drowned out by the amount of genes and gene products that are working correctly.

FOXP2 mutations, on the other hand, can have significant effects on speech because of the gene's role as a transcription factor -- a gene product that helps control the expression of other genes.

This means a mutation in the FOXP2 gene can start a chain of events that can lead to reduced expression, or possibly even no expression, of a number of other genes.

Phelps and his team are figuring out what activates FOXP2 expression and the genes that are expressed after its activation by playing singing mice recording of songs from their own species and neighboring species and observing the gene expression patterns.

"We found that when an animal hears a song from the same species, these neurons that carry FOXP2 become activated. So we think that FOXP2 may play a role in integrating that information," said Lauren O'Connell, a post-doctoral researcher in the Phelps lab.

Learning what activates FOXP2 and what genes are activated by it could provide clues into how outside stimuli affects gene expression and what genes are important in the understanding and integration of information, said Phelps.

"We ask two things, whether there are sequence changes in the DNA that are associated with the elaboration of the song and whether particular elements seem to be interacting with FOXP2 more," said Phelps. "That gives us leads into what role FOXP2 might play into the elaboration of vocalization."

Big Data Mining

Phelps' uses next-generation sequencing to decipher how FOXP2 interacts with DNA to regulate the function of other genes. The process involves reading tiny fragments of overlapping DNA so that the entire sequence can be deduced. It is a procedure that generates massive amount of data that only the processing power of a supercomputer can handle, said O'Connell.

"You need TACC to do it," said O'Connell, referring to the Texas Advanced Computing Center, which houses the supercomputers the lab uses. "The more data you have, the more memory it requires, so a lot of the data we can only process on Lonestar's high memory nodes."

Lonestar and Ranger are the names of the two supercomputers that the Phelps lab uses to crunch their data, with Ranger running programs in two hours that used to take the lab three days to run on their desktop. Both computers are among the top 100 supercomputers in the world.

Future Applications

At the most basic level, Phelps' research is asking questions about the biology and behavior of an exotic rodent. But finding out more about the link between FOXP2 and the song of the signing mouse could bring a better understanding into how the gene may contribute to language deficits in people, especially those with autism, said Phelps.

"When people do genome wide association studies in humans the genetic variation tends to occur in huge blocks. So if you get some DNA sequence that predicts a phenotype, like risk for autism, it's very hard to know what aspect in this very long stretch of DNA is actually important for that," said Phelps.

By identifying the sequences of DNA that interact with FOXP2 and other associated genes that are most vital to gene function, researchers in the future might be able to narrow down the "huge blocks" where a possible causal sequence is located into smaller pieces. In other words, reducing the size of the metaphorical haystack to a size where finding the needle is a much simpler task.

While a singing mouse may seem like a strange place to look to study the impact of genetics on language, O'Connell says that the advent of gene sequencing technology is allowing a whole menagerie of animals to be used for research that could later be applied to humans.

"I use TACC to sequence a lot of different animals: birds and fish and frogs and mammals and beetles," said O'Connell, mentioning the other organisms she studies outside of the Phelps lab. "Each of these model systems has something unique to contribute that teaches us about biology that is still applicable to humans."

To be legally eligible, municipalities must be insolvent, have made a good-faith attempt to negotiate a settlement with their creditors and be willing to devise a plan to resolve their debts. They also need permission from their state government. Fifteen states have laws granting their municipalities the right to file for Chapter 9 protection on their own, according to James Spiotto, a bankruptcy specialist with the Chicago law firm of Chapman and Cutler. Those states are Alabama, Arizona, Arkansas, California, Idaho, Kentucky, Minnesota, Missouri, Montana, Nebraska, New York, Oklahoma, South Carolina, Texas and Washington. The remaining states all want a say in the process, in some cases requiring that municipalities receive state approval before they file. One of those states, Pennsylvania, is now in the process of challenging the bankruptcy declaration made by its own capital city, Harrisburg, in October. Georgia is the only state that does not allow its municipalities to file for bankruptcy under any circumstances. Georgia municipalities in severe fiscal trouble ?are left to work things out within the state political system,? says Paul Maco, a municipal bankruptcy expert and partner with the Vinson & Elkins law firm in Washington, D.C. That could include asking the legislature for emergency funds. States have plenty of serious fiscal problems, too. Why can?t they file for bankruptcy? States have not been granted that authority by Congress, nor have they sought it. The idea of allowing state bankruptcy was floated earlier this year by Newt Gingrich, the former U.S. House speaker and current presidential candidate, and Jeb Bush, the former Florida governor. In a Los Angeles Times op-ed, the two Republicans argued that bankruptcy would be a way for strapped states such as California and Illinois to tackle their enormous debts, particularly for public pensions and other retirement benefits. State leaders from both parties repudiated the idea. ?The mere existence of a law allowing states to declare bankruptcy only serves to increase interest rates, raise the costs of state government and create more volatility in financial markets,? Nebraska Governor Dave Heineman, a Republican, and Washington Governor Chris Gregoire, a Democrat, said in a joint statement. The last time any state came close to bankruptcy ? by defaulting on its loans? was during the Great Depression, when Arkansas racked up $160 million in debt on what was then a $14 million annual budget. How common are municipal bankruptcies? Very rare. Since 1937, when Congress added Chapter 9 to the federal bankruptcy code, about 620 municipalities have filed for bankruptcy. That?s fewer than 10 a year. In the last year alone, by comparison, there were nearly 12,000 bankruptcy filings under Chapter 11 and 418,000 under Chapter 13, according to the administrative office of the U.S. Courts. Most municipalities that do file for bankruptcy are special tax districts and small jurisdictions that do not issue public debt. Municipal utilities are a common example. What happens once a municipality files for Chapter 9? Municipal finances move into the jurisdiction of the courts, but not in the way that corporate or personal finances in Chapter 11 or Chapter 13 cases do. Under those sections, courts have broad leverage to control the finances of the company or individual to chart a path forward. In addition, creditors have more leverage, such as by foreclosing on the home of a bankrupt individual. In Chapter 9 bankruptcy, creditors cannot, for instance, foreclose on a municipal building to recoup the money they are owed. More importantly, the courts themselves have no authority to make spending or other policy decisions on behalf of the municipality. That power remains with the locality under the U.S. Constitution.
