LOS ANGELES (TheWrap.com) ? Get ready for a camp-tastic good time courtesy of NBC.
The network has purchased a small-screen adaptation of the 1966 Jacqueline Susann novel "Valley of the Dolls," which will be written and directed by Lee Daniels, who directed and produced the 2009 big-screen hit "Precious."
20th Century Fox TV and Chernin Entertainment will produce the series. Daniels will be co-executive producing with Chernin.
A precursor to novels from the likes of Jackie Collins, "Valley of the Dolls" is the melodramatic tale of women who move to Hollywood and become addicted to pills -- primarily barbiturates, or "dolls" of the title. The novel, which has sold more than 30 million copies, was the inspiration for a 1967 film adaptation, a 1981 miniseries, and a 1994 soap opera.

China is the biggest country regarding area and population in the globe. In the outsourcing phase of business China is one of the leading countries in the business world. It is not an easy aspect to get an entry in the international trade market of China. The legal and government system in China is very complicated and it also involves a good amount of paperwork, which sometimes baffles the investors. The work council and labour unions in China outsourcing are very influential and the laws are very strong regarding the security of the international trade.
Outsourcing is the process of shifting or delegating or transferring a service or process or function to a third parties or external service provider which would otherwise be an in-house function or service or process. Outsourcing is a trend that is becoming more common in information technology and other industries for services that have usually been regarded as intrinsic to managing a business. In some cases, the entire information management of a company is outsourced, including planning and business analysis as well as the installation, management, and servicing of the network and workstations.
Outsourcing is different from contracting in the sense that in contracting there is no transfer of control where as in outsourcing there is transfer of control.
Outsourcing has taken many forms in recent times. As the past organizations still hire service providers to handle diverse business functions. But now many organizations prefer to outsource whole operations to another company or firm. These outsourcing companies are most commonly known as Business Process Outsourcing (BPO) and Information Technology Outsourcing (ITO). These are also the most common form of outsourcing.
The recipients for outsourced activities are generally in the same country, when a company on another continent is involved then it is termed as offshore outsourcing. Near-shore outsourcing refers to outsourced projects that are outside the country, but on the same continent.
The main object of the outsourcing is cost reduction. Through outsourcing achieve the change by way of improve the quality and it provides access to intellectual property and wider experience and knowledge and also provides access to operational best practice that would be difficult or time taking to develop in house. It also provides access to a larger talent pool and a sustainable source of skills in particular in science and engineering. It involves an improved method of capacity management of services and technology where the risk in providing the excess capacity is borne by the supplier. It also helps to reduce time to market by providing additional capability. It also involves the risk management, which helps in minimize the risk. For outsourcing some countries offer tax incentives to move manufacturing operations to counter high corporate taxes within another country.
In Outsourcing China , there is mostly considered thing is hourly labor cost. Quality of work, reliability, efficiency, flexibility, ease of communication and cultural issues are just as relevant in laying out an outsourcing strategy, as are macro factors such as geopolitical risks. The most outstanding virtue of China as an outsourcing destination is the cost. The software outsourcing business in China is still in its infancy. Most of the growth and attention is recent. However there are some risks also involved such as vendor landscape, which is a backdrop, explains the fragmented vendor landscape. The Chinese software industry is awash with small companies. This fragmentation feeds into and explains why many of the Chinese software companies haven?t been able to amass the kind of higher level skills needed to handle projects larger than one-off contracting work. Another risk factor is the talent pool available in China. Though the supply of workers is abundant, the quality of this supply is, in fact, still questionable and hence something to consider before outsourcing to China.
China provides vast outsourcing services in various fields such as tours and travels, health, medical, technology, cars, home, family, business etc. China outsourcing provides efficient and effective services with its experience, education and special skills to all over the world that?s why it becomes one of the leading countries in the world in the phase of business outsourcing.

For a defendant to be eligible for legal aid, which is free representation, they will need to pass the means and interests of justice tests. Legal aid is a fund provided by the government for those who cannot afford legal advice or a solicitor to represent them in court. The tests apply to defendants who are being held in custody and are awaiting trial for criminal defence cases in the magistrates? courts and higher. It allows people who cannot afford to pay for legal representation to be able to pay for it. This saves at least 35million per year on legal funding ever since it was introduced.
The Legal Services Commission is the governing body that grants the legal aid to applicants, granting representation orders in the magistrates to Her Majesty?s Courts Service. Applicants who do not pass the means test, meaning they are not entitled to legal aid in the magistrates court, can choose to fund their defence privately. They can then apply to reclaim their costs if they are then found to be not guilty. These costs can be recovered from central funds which is a further source from the Ministry of Justice.
The way of determining whether a defendant is entitled to this aid is by using a financial eligibility calculator. This works out whether the applicant will be likely to pass or fail the test for legal aid in the magistrates court or pay a contribution if their case goes on to the Crown Court. The calculator will give a legal practitioner a good idea of whether the defendant is likely to be entitled to legal aid before the test is carried out at court.
When the test is carried out in the magistrates court, aid is only granted to a defendant who has passed the Interests of Justice test and does not have the financial means to fund their legal representation in the magistrates court. The financial means is the means test which establishes whether the defendant is financially able to fund their case. The means test will take into account income and expenses but not capital. Passported applicants will automatically pass the means test but will still need to pass the interests of justice test before they are entitled to legal aid. The means test establishes the applicant?s income and how it is distributed between any partners and children. If the applicant?s income is more than 12,475 and less than 22,325 then a full means test is carried out. This test works by looking at the defendant?s disposable income after deducting tax, maintenance and other annual costs from their gross annual income.

LOS ANGELES (AP) ? A Los Angeles court appears to be close to seating a jury that will hear the involuntary manslaughter case of Michael Jackson's personal physician.
Prosecutors and defense attorneys had each used eight of 10 challenges to the group of potential jurors after questioning members of the group Friday morning.
Once all the challenges are exhausted, then attorneys will work toward finding six alternate jurors to hear the case. Opening statements are expected to begin on Tuesday in Los Angeles.
Bailiffs marched 84 potential jurors into the courtroom Friday morning, but 10 were quickly dismissed because they said they could no longer serve on the case.
Murray has pleaded not guilty to involuntary manslaughter and could face four years in prison and loss of his medical license if convicted.

Justin is the inspiration for Bells of Hope: Ringing in a Brighter Tomorrow for CT?s Waiting Children, now in its third year.? Last year over 160 faith communities and schools across CT agreed to ring their bells and offer prayer to call attention to the children in the CT foster care system waiting for permanent homes.? The idea for Bells of Hope came to me in early spring 2009. I was working on ideas to increase adoptions in Connecticut and kept coming back to thoughts of my son?s brother, now 20, who had never been adopted. For purposes of confidentiality I call him Justin.
??????? Justin is my son?s biological older brother. I am the adoptive mom of three boys, all of whom were adopted through the CT foster care system, and one biological son.? I had tried to adopt Justin, but, as a single parent of four boys, I was not considered an appropriate resource for him. He needed more than social workers felt I could give to another special needs child. Truth be told, I secretly shared their fears, and although I did come forward and offer to be a resource for him I knew their decision was the right one for my family and for Justin.
????? I met Justin when he was 9. He was a handsome young man living in a group setting. I would often bring my son, his brother, to visit him. And I also frequently had him to my home for the day. Our whole family came to love him and consider him a member of our extended family.? At one point when Justin was hospitalized, a social worker called me from the hospital. You see, Justin had told her that I was to be his adoptive mom soon.? He had our phone number memorized, which made it easy for her to believe him. That situation nearly broke my heart. Here he was in the hospital, vulnerable and lonely and reaching out to me.? This kind and understanding hospital social worker and I had many long talks about Justin?s future. She counseled me to continue as his ?beloved aunt? because, she said, he needs a consistently loving adult in his life and if I were to ignore the wise advice of the social workers he could end up with no one ? a disrupted adoption and feelings on both sides that might not heal well enough for our relationship to continue.
?????? Well, Justin was never adopted. He moved from placement to placement for 10 long and lonely years.? When he turned 19, his worker found an aunt to care for him temporarily while the state looked for a transitional life-skills program for him to attend and reside at. After having lived in congregate care for so many years he would need some help navigating the world. Unlike typical children, he had never had an allowance; his own room; regular chores to learn from; increasing responsibility and freedom to explore the world from a safe place; the ability to make mistakes and learn while being loved by a family. So, he was vulnerable to making mistakes once released into the world.
??????????????? Justin did not stay with his aunt long. He found family rules confusing and stressful. For instance, he could not figure out why his aunt was angry when he ran up a cell phone bill of over $150 for ring tones! So, he ran away and joined a gang. He called them his new family. He claimed they accepted and valued him. From time to time he would return to his aunt?s home for brief stays but each time he would return to the streets where he felt more comfortable.
????? Our family spent time with Justin during the 2008 Christmas season. He spent a week with us. While doing his laundry during his visit, razor blades fell out of his pockets into my washer. He said he needed them for protection on the streets. My heart broke. Shortly after his visit he went back to the streets.? Last year ?he was arrested.? We have tried to maintain contact but it has been very difficult.?
????? I hope he?s okay. I think about him all the time. His little brother misses him and worries about his safety. We hope he will find someone to help him transition away from the streets and find a better life for himself ? one he can be proud of.
????? The truth is: far too many teens in foster care age out of the system. Nationally about 28,000 youth ?age out? of foster care every year. ?Teens who are emancipated from foster care have higher rates of incarceration, unemployment, homelessness, and dependence on public assistance than non-foster youth. In fact, one in four will be incarcerated within two years of leaving foster care; one in five will become homeless at some point after age 18. Moreover, many studies have documented a bleak outlook in education as well: only 58 percent of foster youth who aged out of the system had a high school degree at age 19, compared to 87 percent of non-foster youth; and less than 3 percent of emancipated foster youth over the age of 25 earned college degrees, compared to 28 percent of the general population.? *
????? In fact, many studies show that approximately 50% of all youth who have been in foster care will become homeless at some time in their lives. I do not want to think of someone I love as one of these statistics. And I do not want to think of all of the other youth who age out of foster care continuing to make up these statistics. That is why I came up with Bells of Hope.
????? The idea for ?Bells? was shamelessly stolen from the Special Olympics. Back in 1995 the Worldwide Special Olympics Games were held in New Haven. My adopted son, a Special Olympian himself, was asked to do the honor of ringing the bells in our church to mark the Opening of the Games. He was thrilled and it was exciting for the whole family! Church bells rang all over Connecticut as the Games opened. What a beautiful sound! And we felt a part of something larger than ourselves.
?????? My son was so proud to be asked to ring those bells. So I thought why can?t the bells be rung for foster kids? Surely this is a worthy cause. And wouldn?t adopted kids get a kick out of being the ?bell ringers?? ?So the seeds of Bells of Hope were born. Others have helped to tweak the idea and help bring it to fruition.
???? ? Last year some town councils issued proclamations declaring the day the official Bells of Hope Day. Some congregations held candlelight vigils while the bells rang. Others simply rang the bells. But everyone heard them. ?My goal was and is simply to get folks to think about the kids ? and hopefully a few will come forward to adopt or become foster parents ? because these kids are our kids ? our Connecticut kids ? and at the very least they deserve a few minutes of our time on a Sunday in November.
???????? As we did the past two years, this website will post a listing of the 2011 bells ringing in your community as well as the www.bellsofhope.org website. As we receive word from churches and schools they will be added to the list.? On or around October 29, we will post the official number of times the bells should ring.? Faith communities that can will ring the designated number of times at 6 p.m. on Sunday.? Churches that have less control over their bells may choose to ring at a different time, a different number of times or if they have no bells they can participate (and be included on the list) by placing a prayer request in their bulletins asking for prayers from their congregants during services the first weekend in November.
???????? Want to help? Contact me and I will be delighted to refer you to one of our regional coordinators so you can help us gain new faith partners or sign up your faith community.? If everyone does just a little, fewer kids will wait in foster care who just need a place to call home.
*To protect the identity of this young man his name has been? changed .? All other details are factual.

See more pictures: "Digs above the ground: Middle East aerial archaeology"
Google continues to allow us to virtually go where no archaeologist has gone before. The latest finds, in the Arabian peninsula, are of spectacular stone structures that rival the Nazca lines of southern Peru in their intricacy.
The ruins are known to local Bedouin groups as "the works of the old men", and were first spotted from the air in 1927 by Percy Maitland, a lieutenant in the British Royal Air Force. But their full extent became apparent only when David Kennedy at the University of Western Australia, Perth, clicked onto Google Earth.
Kennedy says that many countries in the Middle East will not provide aerial photographs or permit flights for archaeological research, so Google Earth provides the only way to analyse the region.
Earlier this year, he identified almost 2000 potential archaeological sites in Saudi Arabia from his office chair using Google Earth's satellite images. Expanding his virtual exploration to cover the entire Arabian peninsula he has now found over 2000 "kites" ? stone structures with a roughly circular head and tails hundreds of metres long. Thought to be animal traps, the tails may have funnelled in gazelle and oryx, leaving them stuck in the head.
Wheels between 20 and 70 metres across, thought to have a spiritual purpose, pepper the desert too. Similar structures in more accessible Yemen are around 9000 years old, says Kennedy.
David Thomas at La Trobe University in Melbourne, Australia, is also an armchair archaeologist. In 2008, he used Google Earth to find 463 potential sites in the Registan desert of Afghanistan. "Google Earth has a policy of no censorship, so you can get access everywhere," he says.

AP/Georgia Department of Corrections
This undated file photo provided by the Georgia Department of Corrections shows death row inmate Troy Davis.
The Georgia pardons board has rejected a request from condemned inmate Troy Davis to reconsider its decision to spare his life.
The state Pardons and Paroles Board said in a statement Wednesday it would not review its decision to allow the execution to go forward.
Davis is set to die at 7 p.m. for the 1989 killing of off-duty Savannah officer Mark MacPhail, who was slain while rushing to help a homeless man being attacked.
Davis' lawyers have long argued Davis was a victim of mistaken identity. Prosecutors say they have no doubt that they charged the right person with the crime.
Supporters planned vigils outside Georgia's death row prison in Jackson and protests at U.S. embassies in Europe.
Earlier, defense lawyer Stephen Marsh told The Associated Press that the Georgia Department of Corrections denied his request to allow Davis to take a polygraph test. Marsh had said he hoped the polygraph would convince the state pardons board to reconsider a decision against clemency.
After winning three delays since 2007, Davis lost his most realistic chance at last-minute clemency this week when the state pardons board denied his request. He was set to be executed by injection at 7 p.m. Wednesday for the 1989 killing of Mark MacPhail, an off-duty police officer who was working as a security guard in Savannah when he was shot dead rushing to help a homeless man who had been attacked.
Some witnesses who fingered him at trial as the shooter later recanted, and others who did not testify came forward to say another man did it. But a federal judge dismissed those changed and new accounts as "largely smoke and mirrors" after a hearing Davis was granted last year to argue for a new trial, which he did not win.
Davis didn't want a last meal. He planned to spend his final hours meeting with friends, family and supporters.
He has received support from hundreds of thousands of people, including a former FBI director, former President Jimmy Carter and Pope Benedict XVI. Some of his backers resorted to urging prison workers to strike or call in sick Wednesday, and they considered a desperate appeal for White House intervention. And some of Davis' supporters were considering whether to ask President Barack Obama to intervene, a move that legal experts said was unlikely.
In Europe, where the planned execution has drawn widespread criticism, politicians and activists were making a last-minute appeal to the state of Georgia to refrain from executing Davis. Amnesty International and other groups planned a protest outside the U.S. Embassy in Paris later Wednesday and Amnesty also called a vigil outside the U.S. Embassy in London.
Parliamentarians and government ministers from the Council of Europe, the continent's human rights watchdog, called for Davis' sentence to be commuted. Renate Wohlwend of the Council's Parliamentary Assembly said that "to carry out this irrevocable act now would be a terrible mistake which could lead to a tragic injustice."
Prosecutors have no doubt they charged the right person, and MacPhail's family lobbied the pardons board Monday to reject Davis' clemency appeal. The board refused to stop the execution a day later.
"He has had ample time to prove his innocence," said MacPhail's widow, Joan MacPhail-Harris. "And he is not innocent."
Spencer Lawton, the district attorney who secured Davis' conviction in 1991, said he was embarrassed for the judicial system that the execution has taken so long.
"What we have had is a manufactured appearance of doubt which has taken on the quality of legitimate doubt itself. And all of it is exquisitely unfair," said Lawton, who retired as Chatham County's head prosecutor in 2008. "The good news is we live in a civilized society where questions like this are decided based on fact in open and transparent courts of law, and not on street corners."
MacPhail was shot to death Aug. 19, 1989, after coming to the aid of Larry Young, who was pistol-whipped in a Burger King parking lot. Prosecutors say Davis was with another man who was demanding that Young give him a beer when Davis pulled out a handgun and bashed Young with it. When MacPhail arrived to help, they say Davis had a smirk on his face as he shot the officer to death.
Witnesses placed Davis at the crime scene and identified him as the shooter. Shell casings were linked to an earlier shooting that Davis was convicted of. There was no other physical evidence. No blood or DNA tied Davis to the crime and the weapon was never found.
Davis' attorneys say seven of nine key witnesses who testified at his trial have disputed all or parts of their testimony.
The state initially planned to execute him in July 2007 but the pardons board granted him a stay less than 24 hours before he was to die. The U.S. Supreme Court stepped in a year later and halted the lethal injection two hours before he was to be executed. And a federal appeals court halted another planned execution a few months later.
Over the years, Davis has picked up high-profile support from a host of dignitaries and dozens of federal lawmakers. Conservative figures have also advocated on his behalf, including former U.S. Rep. Bob Barr, ex-Justice Department official Larry Thompson and one-time FBI Director William Sessions.
The U.S. Supreme Court granted Davis a hearing to prove his innocence, the first time it had done so for a death row inmate in at least 50 years. At that June 2010 hearing, two witnesses testified that they falsely incriminated Davis at his trial when they said Davis confessed to the killing. Two others told the judge the man with Davis that night later said he shot MacPhail.
Prosecutors, though, argued that Davis' lawyers were simply rehashing old testimony that had already been rejected by a jury. And they said no trial court could ever consider the hearsay from the other witnesses who blamed the other man for the crime.
U.S. District Judge William T. Moore Jr. sided with them. He said the evidence presented at the hearing wasn't nearly enough to prove Davis is innocent and validate his request for a new trial. He said while Davis' "new evidence casts some additional, minimal doubt on his conviction, it is largely smoke and mirrors."

Comedian Whitney Cummings
Ladies, don't you just hate it when you're ovulating? And guys are, like, not? Am I riiiiiiight?
It hasn't even premiered yet, but Whitney Cummings' aggressively promoted new sitcom may just be the most unself-awarely retro-sexist show on television. And in a season that's giving us Playboy bunnies, sexy stewardesses and Charlie's Freaking Angels, that's quite an accomplishment.
As you likely already know from the deluge of magazine ads, billboards and canned laughter-heavy promos, "Whitney" is about a woman who's happily unmarried to her scruffy yet adorable boyfriend. But lest you think this is some subversive takedown of biological clocks and enforced monogamy, the jokes about how a woman's "silent treatment" isn't really a punishment -- probably not. Previews for "Whitney" include -- I am not kidding -- references to Cosmopolitan magazine, cupcakes, being "whipped," and whether or not men are like cavemen. There are also references to cellulite, looking fat, her period, and what women "really mean" when they talk. As Best Week Ever exasperatedly points out, the show's campaign might as well read, "Blah blah blah shopping. Blah blah blah PMS. Blah blah blah weight issues."
Yet it would appear that our conquest by the short skirt-wearing, cutesy gun necklace-sporting Cummings -- who writes her self-titled show and also co-created the marginally more promising "Two Broke Girls" -- is all but inevitable. A recent Sunday New York Times Magazine profile in which she describes herself as "the weird, quirky, funny girl" ominously warned that "There Is No Escaping Whitney Cummings."?
"Whitney" may yet prove to be something other than the lame one-joke disaster NBC is currently showcasing it as. Who'd have thought "Cougar Town" would evolve into something funnier and more multidimensional than its dismal first few episodes? But despite the media blitz and near frantic promotion, is there really an audience for more clich?s about how supposedly hilarious our gender differences are? The truly horrific "I Don't Know How She Does It," a 90-minute collection of "Men are like this, but women are like this!" jokes, sank like a rock in its opening weekend.
Yes, men and women are different. But humor comes from originality and specificity, the way that Alison Brie makes "Community's" Annie? an uptight dork but a thoroughly rich character, or the way that Margaret Cho can wring wry wit out of real pain and anger. "Bridesmaids" was a movie about bridesmaids and managed to avoid sinking into the morass of tired "men are such beasts and girls are such girls" jokes. Sunday night's female Emmy nominees and winners -- smart, complicated, breathtakingly goofy women like Melissa McCarthy, Martha Plimpton, Jane Lynch and Tina Fey, among others -- prove that you can be funny and a woman without constantly having to be funny about simply being a woman. And America may just not get into that giant Hot Tub Time Machine back to the Comedy Barn, where the Token Female is doing a routine about why the line is always longer in the ladies' room.

(Reuters) ? A French banking system shaken by a crisis of confidence and hobbled by the need to deleverage and write down assets could choke off credit to consumers and businesses and shatter France's fragile recovery.
France's economy was already stuttering, with zero growth in the second quarter, before alarm over its banks' exposure to Greece and their reliance on short-term wholesale funding battered banking sector share prices and jolted global markets.
Buffeted by a Moody's downgrade of Societe General (SOGN.PA) and Credit Agricole (CAGR.PA), and the increasing unwillingness of U.S. money market funds to lend dollars to fund their short-term operations, France's banking sector now seems set for a period of retrenchment.
While an agreement among central banks last week to offer three-month U.S. dollar loans to commercial banks staved off fears of Europe's money markets freezing, as they did during the 2008 credit crunch, Bank of France Governor Christian Noyer warned that French banks would have to shrink their balance sheets to adjust to tougher funding conditions.
"You have the perfect cocktail for a lasting recession," said Alexandre Law of consultants Xerfi, which advises French businesses. "It's quite clear that banks are going to halt their riskiest lending, if they haven't done so already."
Finance Minister Francois Baroin told France's Europe 1 radio on Sunday that banks must not tighten the taps on credit. "The strengthening of banks' balance sheets through gradual increases in their capital must not take place at the expense of access to credit by companies or individuals. The banks know that," he said.
Figures for July, the last available month, showed an annual slowdown in new mortgages and consumer loans, even before doubts about the banks intensified.
Consumer sentiment is likely to have worsened since then. A survey by pollsters IFOP poll published on Web site Atlantico on Friday showed that some 44 percent of those questioned are not confident in the solidity of their banks.
With consumption -- which accounts for two thirds of economic activity in France -- shrinking in the second quarter, economists had pinned their hope for growth this year on a rebound in investment by businesses, which have been strengthening their balance sheets after the crisis.
Bank of France figures showed that new bank lending to non-financial businesses had been steadily growing since the credit crisis, rising 4.5 percent year-on-year in July. But business leaders say the mood has soured dramatically in recent weeks.
"People are worried," said Jean-Eudes du Mesnil du Buisson, secretary-general of the CGPME confederation of small- and medium-sized businesses, after meeting members on Wednesday.
"A lot of them said they were considering whether to put off certain investments and, in some cases, delay hiring," he said. "If the doubts are not lifted by the end of the month, we will see direct consequences on economic activity."
FRANCE'S GREAT DELEVERAGING?
President Nicolas Sarkozy's government cut its growth forecast for this year to 1.75 percent from 2.25 percent last month and unveiled a slew of measures to ensure it hits deficit-cutting targets deemed key for France to keep its AAA credit rating. Even before this month's banking turmoil, most economists said growth was likely to come in below 1.4 percent this year.
France's economy relies on bank loans for two-thirds of its financing, a far higher figure higher than in market-based systems like the United States, leaving it particularly exposed to the health of its banking sector.
Its lenders were until recently the envy of their European peers as they weathered the financial crisis without massive losses or nationalisations. But while Britain and Switzerland demanded their big banks beef up capital buffers quickly after the crisis, France opted for its traditional close surveillance of bank lending, which served it well during the crisis.
As a result, French banks' Tier 1 capital ratios, a measure of their ability to absorb losses, stand between 10.6 and 11.4 percent, below the 11.6 to 17.8 percent range at top banks in Britain, Germany and Switzerland, according to Thomson Reuters Starmine.
That, analysts say, left French banks exposed to anxiety over their levels of euro zone sovereign debt holdings and reliance on short-term funding, culminating in the Moody's downgrade of Societe General and Credit Agricole on Wednesday.
Bank of France Governor Noyer has called for banks to speed up the reinforcement of their capital ratios under new Basel III rules by cutting dividends and retaining more of their profits.
Officials suggest that French banks may also need to take more severe write-downs on their holdings of Greek debt to remove doubts over their balance sheets. Noyer has called for the European Banking Authority to set guidelines here.
Meanwhile, BNP Paribas (BNPP.PA) and SocGen have signaled plans for asset sales expected to total more than 100 billion euros to cut their reliance on wholesale funding. Question marks remain over how quickly they can do this and at what price.
BNP Chairman Michel Pebereau insisted on Thursday there was no threat to lending to consumers and small-businesses in the bank's core European markets of France, Belgium and Italy: "We're doing what is needed."
Figures suggest that European banks are becoming wary of lending. Overnight deposits at the ECB spiked to 198 billion euros on Tuesday, versus less than 10 billion at end-June, despite an ECB pledge to furnish unlimited short-term liquidity.
"Everything is in place for a massive contraction of credit," Pierre Mariani, CEO of Franco-Belgian financial services group Dexia (DEXI.BR), warned this week.
CRISIS OF CONFIDENCE
Pierre Gattaz, head of the Group of Industrial Federations (GFI) which represents 80 percent of France's industrial output, said a solid start to the year had allowed companies to rebuild their balance sheets but concerns over the financial sector were taking their toll.
"This enormous financial nervousnesss involves a lack of visibility about the coming months: we are in a patch of fog."
A survey of companies' cash positions by the REXECODE think-tank and the AFTE association of business treasurers found a sharp deterioration in the last two months, leaving them close to the level of April 2008, a month before France hit recession.
Company treasurers reported a rise in the difficulty of securing bank loans and an increase in their cost, while more clients delayed payments, worsening companies' cash position.
"It is becoming harder and harder to find financing and the margins demanded by banks are increasing," said Richard Cordero, head of the AFTE.
One Paris-based banking source said he was concerned that the race to reduce balance sheets would hurt French banks market share and handicap French companies doing business overseas.
"Financing Airbus, that is in dollars. If French banks won't do it, will it be JP Morgan (JPM.N)? Or will it be no-one?"
A report by EU officials to a European finance ministers' meeting in Poland this week called for further capitalization of European banks, echoing recent calls from the head of the International Monetary Fund Christine Lagarde.
French officials have resisted calls for major French banks to raise their capital levels above the threshold required by the new Basel III rules, fearing that this would limit their financing of the economy.
Noyer has insisted that French banks do not need outside capital, particularly not from the government. Officials argue that Europe's debt crisis must be tackled at source: by deficit-cutting measures in troubled peripheral countries.
But, in a potentially worrying sign for banks' deposit base, a survey by pollsters CSA published in Les Echos on Thursday showed two thirds of consumers were concerned that the banking crisis could affect the solidity of their savings.
"We are in a crisis of confidence and it is very hard to get out of a crisis of confidence," said Mesnil du Buisson of the CGPME confederation. "People are going to be even more cautious this time round because they have at the back of their minds the brutality of the shock of 2008."

Touted as the creative industry of the 21st Century, design is seen as a serious economic and global force. As developed nations struggle to compete with such traditional industries as manufacturing, the creative industries, as part of what is termed the new ?Knowledge Economy?, are seen as able to expand employment and national wealth, stimulate urban regeneration, and improve our quality of life.
As designers we can, in the words of Professor Anthony Dunne, Head of the Design Interactions Department at the Royal College of Art in London, ?play a significant role in discovering the desirables and undesirables in the future and that they need to interact more with professionals in varied fields such as ethics, philosophy, medicine and economics to imagine alternative possibilities and design for how things could be. In this way, design can challenge current technologies and contribute to futures research.?
Interior Architecture/Design is projected to grow some 20 percent during 2008-2018 in the USA alone and faster than any other occupation. Interest in the discipline and a greater awareness of its benefits for businesses (such as with the measurable improvement of worker and customer satisfaction) has made this expansion possible. Growing demand from such sectors as hospitality or healthcare is expected to further add to that demand.
?Design at the Edges?
THE INAUGURAL IDA CONGRESS
In October 2011 Taiwan, Taipei, (Chinese Taipei) will be host to the inaugural congress, ?Design at the Edges?. Consisting? of the three highest design authorities in the world (IFI, Icsid and Icograda), the International Design Alliance (IDA) is a unique venture between these three independent international design organizations representing the fields and professions of Interior Architecture and Design (IFI), Industrial Design (Icsid) and Graphic Design (Icograda) into one powerful and influential group.
IFI, along with our partners of the International Design Alliance (IDA), have intensely debated the role, impact and specificity of design in preparation for our inaugural IDA congress. This exceptional global design event will help to inform and shape design thinking. At IFI, we have actively explored the specific role interior designers and interior architects play in exploring and pushing ?boundaries?. While we all believe in the need for multi-disciplinarity, the depth and importance of the particular and unique skill and talent of each individual design specialization remains.? We view the inaugural IDA World Design Congress with its theme ?Design at the edges? as an opportunity to explore the edges, edginess, differences and similarities within and between each design discipline while addressing significant and topical global issues confronting us today.
IFI, the IDA partners and our host, TDC ? Taiwan Design Center, see these edges of design on many different levels as well as between individuals, fields and groups whether in science, technology, government, business or non-governmental humanitarian organizations. ?Cutting edge? work and ideas aim to push the boundaries of each design authority without losing the skill and care of the individual discipline. The medical profession may serve as a good comparison where the distinctions between the general practitioner, with her basic knowledge of the human body, and the specialist, such as a cardiologist, with her more specific understanding of the function and health of the heart, remain are deemed essential and equally valuable.
In this context, the IFI Global Survey, IFI Global Symposium and the resulting IFI Interiors Declaration, which we have worked on for the past two years, have now placed Interiors on the edge of change. We can and must provide the leadership that our discipline requires in order for us to promote necessary change for a more vital and accurate view of the role of Interiors and its designer.
About the IDA Congress

Influence and Confluence: Taiwanese Design in Motion ?
International Interior Design Exhibition 2011
Running in parallel yet independent of the Congress is the exhibition Influence and Confluence: Taiwanese Design in Motion, curated by former IFI board member Yao Cheng Chung. This exhibition aspires to define the three characteristics of interior design in Taiwan: its people, its culture and its lifestyle. The uniqueness of Taiwan is the result not only of its culture and landscape but also because of its contribution to design as it relates to its high-tech industries and a remarkable culture of technological innovation. In Yao?s own words, ?Taiwan is right in the middle of the intersection between Eastern and Western civilizations?
The exhibition, showcasing Taiwan?s top 10 influential designers along with the world?s 10 most leading Interior architecture/design thinkers, aims to examine the relationship between tradition, inspiration and outside influence. It asks questions such as ?to what extent is a designer?s work shaped by their cultural tradition, background and beliefs, and how large is the capacity to change before influence becomes confluence?? By juxtaposing the work of the international designers with that of the Taiwanese, and showcasing where the work and ideas intersect and influence each other, influence and confluence will help to establish the unique properties of Taiwanese interior architecture and design and firmly put it in its rightful place in the international design arena.
XXVth IFI General Assembly
The XXVth General Assembly meeting will be held on October 27 and 28 at Songshan Cultural & Creative Park. This former Tobacco Factory complex, of which several buildings were designated municipal historic sites in 2001 and adapted as a cultural center, is an inspiring background for our important meeting.

?
In addition to our normal IFI business, the GA meeting will also host an education workshop coordinated by the GIEOF committee ? the Global Interior Educators Open Forum ? to explore, discuss and move forward the issues examined this past term in our IFI DFIE initiative. With the completion of Phases I and II, the 7 tenets of the Interiors discipline were formulated as: Value, Relevance, Responsibility, Culture, Business, Knowledge and Identity. The GA workshop sessions will take both the outcomes of the Global Symposium meeting, the IFI Interiors Declaration, with the addition of the input from our GIEOF committee we will continue this important conversation and determine the next steps which will inform the two final phases of DFIE; Phase 4, implementation of a design policy and Phase 5, the inaugural Interiors Biennale.
I would like to take this opportunity to thank our members in Taiwan, both TDC ? The Taiwan Design Center? and CSID ? Chinese Society of Interior Designers. Both have worked hard to design a truly extraordinary national and international design experience. With this uniquely integrated and multi-disciplinary backdrop of place and inquiry, we look forward to continuing our mission of working together to raise the level of discussion for design and interiors.? I know I speak on behalf of both IFI and our colleagues at the IDA in extending our deep appreciation to the Congress team at TDC with whom we have had the pleasure of working closely with these past two years; Tony Chang, Oliver Lin, Nicole Cheng, Isis Chien, Irene Wu and Julie Yeh. A heartfelt thank you is also extended to the representatives of our national association in Taiwan, CSID, particularly Yu-Ling Wang, Yao Cheng Chung, Vincent Chang, Luuk F. van Heerde, Meng-Chen Chiang and Frances Chen.
We look forward to seeing those of you who will be joining us in Taipei and wish you safe travels.
